The Giddings City Council on May 11 adopted Resolution No. 629‑2026 directing publication of a notice of intention to issue City of Giddings combination tax revenue certificates of obligation, Series 2026, to fund a second round of the Utility and Road Improvement Project.
Interim City Manager Heather Garner said this is the second round of funding for the city’s utility and street rehabilitation program; the project is in design and will include large‑scale improvements to several water and wastewater lines and complete street rehabilitations. City bond counsel Bart Fowler of McCall Parkhurst & Horton explained that the city must publish the notice now because the plan is to sell the certificates on July 13, 2026, and that the council was not authorizing the debt sale that night. Fowler noted the city could change its mind prior to sale.
Council adopted the resolution to proceed with publication; the motion carried with aye votes recorded for Alan Casey, Mark Muniz, Kevin Rinn and John Dowell. Staff reported the city’s interest‑and‑sinking (I&S) tax rate and debt schedule are already set to absorb additional debt for this project, according to staff comments in the meeting packet.
No dollar amount for the planned issuance was presented at the meeting; final terms will be set if and when the council approves sale in a later session.
