Former DOT official outlines interim bridge strategy for NC12 hotspots

Jim Trogden, a transportation consultant with long experience on NC12, told commissioners on June 9 that an interim bridge strategy can provide faster, lower-cost options at critical coastal hotspots while the longer-term DOT projects move through the TIP process.
Trogden described three candidate bridge types — conventional cord-slab concrete spans, modular or panel "Lego" bridges, and timber bridges — and said each hotspot will be evaluated for topography, hydrology, geotechnical needs and travel-demand priorities. "We recommended investigating and developing what I call an interim-bridge strategy," Trogden said, and staff will begin a detailed hotspot review and prioritization immediately.
The task list includes industry outreach (completed), coordination with NCDOT subject-matter experts (completed), hotspot engineering reviews (underway), and a funding strategy and timeline starting in August. Trogden said the team aims to deliver a plan by early October to give the county options for interim bridges and potential legislative or federal funding pursuits.
Commissioners called the NC12 corridor one of Dare County’s top strategic issues and praised the combination of short-term interim options and continuing long-term planning. Staff said coordination with DOT and the NC secretary’s office will be essential to avoid permitting delays and to ensure interim solutions nest with long-term strategies.
