Williston commission adopts five ordinances on second reading, including airport wildlife exemption

The Williston City Commission approved five ordinances on second reading at its April 8 meeting.
Staff Planner Lisa Weidner presented Ordinance 1160, which removes the word "food" from the Quasi-Institutional land-use definition; the change stems from a proposal by a group living facility and is intended to broaden allowable uses that do not provide communal meals. Commissioner Victoria Siemieniewski moved to approve Ordinance 1160; the motion carried 4–0 (Howard Klug absent).
City Attorney Taylor Olson presented four additional second-reading ordinances. Ordinance 1161 reduces penalties for some animal offenses to an infraction but does not change the availability of fines up to $1,000 or the city's authority to remove animals from city limits. Ordinance 1162 reduces the penalty for certain junk code violations to an infraction while preserving the city's ability to have properties cleaned and assess cleanup costs against the property. Ordinance 1163 creates an exemption allowing discharge of a firearm within city limits for purposes of an FAA-required Wildlife Management Program at the airport. Ordinance 1164 establishes 48-hour parking rules requiring vehicles to be moved one city block or 600 feet, whichever is less, within a 48-hour period.
Each ordinance was approved on the second reading by a 4–0 vote of Commissioners Brad Bekkedahl, Victoria Siemieniewski, James Bervig and Tate Cymbaluk; Howard Klug was listed as absent.
