Council approves budget amendment, two rezones, and moves two open-space projects to round two

The Cache County Council on Jan. 9 approved a package of business items including a budget amendment, two land-use ordinances and preliminary approvals for two open-space projects.
Budget amendment: Auditor Matthew Funk summarized Resolution 2026-17 (the third amendment to the 2026 budget), which adds roughly $6.3 million in expenditures. "At least $4 million of that would be funded by wraps," Funk said; staff said total wraps funding for the amendment was roughly $5.1 million and intergovernmental revenue accounted for about $1 million. The amendment was approved by council vote.
Richmond City Creek rezone: Brian Abbott presented a request to rezone 7.58 acres from agricultural to industrial near Highway 91; planning commission recommended approval (7-0) and Richmond City had no objections. Judson Eids, the proponent under contract to buy the property, said he plans to use it for his existing manufacturing business. The council passed Ordinance 2026-31.
Open-space applications: The council provided round-one approval for two open-space proposals. The Birch Canyon Weed and Seed Co-op project (small parcel abutting county-owned Shupe property) scored 49/100 with strengths in riparian protection and wildlife habitat and will proceed to round two for additional scoping. The Willow Ranch project (about 100 acres) scored 58/100; staff said it is notable for agricultural preservation and scenic backdrop value and will likewise proceed to round two with partner Utah Agricultural Land Trust involvement.
Resort Recreation code amendment: Council also approved Ordinance 2026-21 amending Chapter 17.14 of the county code (Resort Recreation RR zone). Staff characterized the latest changes as formatting and clarification rather than substantive policy shifts; council discussed service-provision arrangements and interlocal agreements with special districts.
