Englewood City Council approves code updates, budget revision and street-lighting contract; tables liquor hearings

The Englewood City Council met April 14 at the Englewood Government Center and approved several routine and substantive items, including edits to the city’s codified ordinances, an amendment to 2026 appropriations and a full-service street-lighting agreement.
Council unanimously adopted on first reading Ordinance 26-02, which updates and consolidates certain ordinances into the city's codified ordinances, and Ordinance 26-03, a revision of appropriations for the fiscal year ending Dec. 31, 2026. Both motions were moved and seconded on the floor and passed by recorded unanimous votes.
The council also adopted Resolution 06-26 authorizing the city manager to enter into a full-service street-lighting agreement with Miami Valley Lighting, LLC, and Resolution 07-26 accepting the recommendations of the Englewood Tax Incentive Review Council (TIRC) based on its 2025 annual review. Both resolutions passed by unanimous roll-call votes.
In new business, council added Resolution 08-26 to the agenda and adopted it; that resolution honors City Manager Eric A. Smith for 50 years of public service and authorizes installation of an additional street-name plate designating part of Union Boulevard as "ERIC A. SMITH WAY." Council also voted to table the annual liquor permit hearing requests for reviews.
Planning Commission items were reported to council: the Commission recommended approval of the Terrace Farm subdivision and approved a conditional-use case for a proposed Jimmy Johns at the former Jiffy Lube location. Councilmember Courtney Rietman noted the downtown walking tour is scheduled for April 27 at 5:30 p.m., weather permitting.
The meeting concluded with a brief city manager’s remark expressing gratitude for those who attended to honor his service. The council adjourned at 6:53 p.m.
