Park County School District #16 board adopts policy changes, approves hires, programs and operational items

MEETEETSE, Wyo. — The Park County School District #16 Board of Education on Aug. 19 approved a slate of routine business and several policy updates during a regularly scheduled meeting at the Meeteetse school cafeteria.
Chairman Nicole Blake called the meeting to order at 7:00 p.m. and the board approved the meeting agenda on a motion from Board member A. Johnson, seconded by Board member D. Hagen. The consent agenda passed on a motion by D. Randol and included approval of minutes from the July 15 meeting, the July Activity Fund audit, and authorization of August warrants #47980–#48064 and BMO automatic payments with a combined total of $162,085.75 across the General, Special Revenue, Major Maintenance, Depreciation Reserve and Activity funds.
The board approved personnel actions on the consent agenda, including hiring substitute teachers Stephanie Faust, Carol Anderson, Malissa Casciato and Heidi Kluesner (pending PTSB certification) and authorizing the hire of Carol Anderson as a suburban bus driver.
On policy matters, the board moved to amend Policy JICA (Student Dress) and to rescind JICA‑R (Dress and General Appearance). The board approved corresponding revisions to both the Student Handbook and Teacher Handbook addressing student dress. The Board also approved Policy EFA‑R (Student Wellness Program) as amended and moved to amend EFAB (Food Service Procurement Policy) and EFI (Food Services Records and Reports).
Under new business the board appointed Zeb Hagen as the district’s representative to the Wyoming High School Activities Association (WHSAA) and approved the district’s WHSAA participation numbers for 2024–2025. The board approved creation of an E‑Sports Club at Meeteetse School and approved the 2024–2025 bus routes as presented.
Board members also approved enrollment of out‑of‑district students for 2024–2025 and approved school lunch meal prices for the coming school year. On a motion by A. Johnson, seconded by D. Randol, the board voted to increase charges under Policy KF‑E (Rental/Use Agreement for Use of School Facilities). Several policy review items (EGAB, EGAB‑R, EI) and a proposed revision to the district’s vision and mission were placed on the agenda but recorded as having no motion during this meeting.
Superintendent Shane Ogden and Director of Business Services Tracy Turnell‑Thomas were listed under communications and finance reports; the minutes note the reports were provided in the meeting packet but do not record further discussion. Chairman Nicole Blake adjourned the meeting at 8:47 p.m.
