Council approves Sparks Galleria amendment to allow outdoor sales and storage at the Home Depot parcel

The Sparks City Council on June 8 approved Bill 2855, an amendment to the final Sparks Galleria plan development handbook to permit outdoor sales, rentals and outdoor storage for two uses — building materials sales and supplies, and hardware stores with garden centers — provided the associated building is 100,000 square feet or larger (the Home Depot parcel qualifies).
Senior Planner Danny Ray presented the proposed site controls: outdoor sales areas would be limited to no more than 10% of the building footprint, must maintain an 8‑foot minimum pedestrian pathway, require painted demarcation where adjacent to sidewalks, and remain clean and orderly while displayed. Outdoor storage is allowed in designated areas and both activities would require an administrative review to set specific locations and times.
Ray said the parcel has 540 parking stalls in the shopping center and staff's parking analysis found 356 required spaces under the handbook standards; staff concluded the amendment would not materially change permitted development and recommended approval. There was no public comment on the item.
Councilmember Vanderwell moved to approve Bill 2855; Councilmember Rodriguez seconded and the motion carried unanimously.
The change allows the Home Depot parcel to pursue outdoor sales and storage under the new handbook rules pending an administrative review to define exact locations and safeguards.
