Sparks backs joint resolution to join a regional housing authority under Nevada's AB 103

The Sparks City Council unanimously adopted a joint resolution on June 8 (Resolution No. 3488) to participate with the City of Reno and Washoe County in creating a regional housing authority under Assembly Bill 103.
Amy Jones, housing specialist, told the council AB 103 authorizes a regional housing authority in counties with populations between 100,000 and 700,000 and revises the Reno Housing Authority's governance from a five‑member to a seven‑member board. Under the proposed structure each jurisdiction would appoint two commissioners and one additional program participant would be appointed by the executive director.
Jones flagged a practical concern: language in AB 103 that requires dissolution of the existing authority could cause the Reno Housing Authority to lose its Moving to Work (MTW) designation with U.S. Housing and Urban Development, which provides administrative and programmatic flexibilities. Jones said the jurisdictions and the RHA agreed to proceed with regionalization under AB 103 while working with legislators in the next session to remove or revise the dissolution requirement to avoid compromising MTW status.
The resolution creates the Truckee Meadows Housing Authority (staff indicated RHA will file a DBA for that name), sets staggered initial terms to create continuity, and charts a tentative timeline: Reno adopted the resolution June 3; Washoe County was scheduled to consider it June 16; and the Reno Housing Authority board would vote on June 23. If all adopt, each jurisdiction will appoint two members to the new board at subsequent meetings, with appointments likely in July and seating of the new board by August according to staff timelines.
Councilmember Vanderwell moved to adopt the joint resolution; Councilmember Rodriguez seconded and the motion passed unanimously.
Council action directs staff to coordinate appointments and legislative follow‑up on the dissolution language; no immediate changes to existing RHA programs were announced.
