Planning commission sends positive referral for town hall campus Phase 2, citing trail and ADA upgrades

The Brookfield Planning & Zoning Commission on June 11 voted unanimously to send a positive referral to the Board of Selectmen for Phase 2 of the Town Hall Campus master plan, which proposes paving an existing gravel parking lot north of the firehouse, adding an ADA-compliant eight-foot trail extension to tie into the Still River Greenway and improving parking circulation.
Greg Dembowski, the town’s economic development manager, told commissioners the project is intended to be the next step in a multi-phase master plan and that construction would be funded through a LOTSIP/DOT award while the town has paid for engineering design. “Phase 2 is to pave the parking lot... It’s gonna be ADA compliant. It’s gonna be lit. It’s gonna be curbed,” Dembowski said.
Commissioners asked whether the project included sidewalks (Dembowski said it would not; the trail remains within the town-hall campus) and about trail width; Dembowski said eight feet is the minimum to be considered part of the trail system and that most of the existing Still River Greenway is 10 feet wide. He also said the trail extension will run past existing public restrooms by Kids Kingdom, and that a sign will be installed reserving the new parking for trail users due to LOTSIP funding restrictions.
The commission cited consistency with the town’s Plan of Conservation and Development in making the referral. Scott Dale, vice chair, moved the referral, noting chapter 7 and figure 7.2 of the POCD; the motion passed unanimously. Commissioners also confirmed interagency coordination: the design will undergo DOT encroachment review and wetlands permitting and has been reviewed by police and parks staff for circulation and emergency access.
Next steps: staff will file the referral materials with the Board of Selectmen and pursue remaining permitting and DOT approvals before bidding for construction.
