Staff and district counsel said the standard process requires two readings of an ordinance; commissioners approved the first reading and asked city staff to draft final language for a second reading before July 1.
Commissioners emphasized they would retain some local standards for aesthetics and foundation types while ensuring compliance with the new state rules. A vote to advance the ordinance to second reading carried on a voice vote.
