Second District Highway Engineer Denra Henderson told the Ohio County Fiscal Court on June 9 that negotiations with the coal company over the closed Kentucky 1903 have produced a new agreement setting a reconstruction and opening milestone of December 31, 2028.
Henderson said earlier drafts carried a 2030 date, which she and county officials said was unacceptable. The recently signed agreement shortens that timeline and requires the coal company to complete reclamation activities before roadway contractors begin construction; the new roadway design will require approval by the Kentucky Transportation Cabinet (KYTC) before work begins. "The new agreement...Kentucky 1903 has to be reconstructed and open to traffic by December 31st of 2028," Henderson said on the record.
Henderson described the practical reason for the sequence: heavy reclamation equipment is currently operating on site and is not suitable to share traffic with private vehicles. Once reclamation and contractor mobilization are complete and KYTC approves design, the contractor can place roadway materials and reopen the route. Judge David Johnston and other members welcomed the progress and noted state support for other drainage work on KY-62 between Beaver Dam and Rosine.
No court action was taken at the meeting on the 1903 agreement; Henderson's remarks were presented as an informational update and the court accepted her report.
