State integrated monitoring review finds partially implemented items; corrective-action plan due

District staff briefed the committee on the recent state integrated monitoring review (IMR), a cyclical audit that examines special-education and civil-rights compliance.
Staff said the IMR returned one special-education item requiring attention (a preschool staff-licensing issue) and five civil-rights items that were listed as partially implemented, mostly involving updated policies and procedures (for example, separating a bullying plan from a broader handbook item and creating action-step documentation for physical-restraint procedures). The district must submit a corrective-action plan by June 25 and will have one calendar year to upload evidence that items are fully implemented.
The committee heard that much of the civil-rights work is document and practice refreshes — updating handbooks, separating procedural plans from policy language, and ensuring staff guidance and reporting lines are current. For the single special-education finding, staff said they have a plan to secure the required license for one teacher.
Staff described the overall result as relatively positive: East Ham is generally in compliance but must complete the corrective-action work and provide evidence to the Department of Elementary and Secondary Education within the timeframes required.
