The Rafter J Ranch Homeowner’s Association Board discussed concerns about enforcement of CCR VII.3.g on truck campers after homeowners George and Sally Linhardt said they felt targeted by enforcement actions and questioned the confidentiality of complainants.
Board members reiterated that the covenants (CCRs) govern vehicle rules and that the board cannot change the CCRs by rule or grant variances; any change would require a formal amendment process. Aida Farag stressed civility during discussion and the importance of following legal counsel’s explanation that previous boards’ practice of granting variances had been incorrect.
The board said it will circulate a survey to owners to solicit feedback on what vehicles should be permitted and whether the community supports a three‑day leniency for recreational vehicles parked in driveways. Owner Karen Jerger said she interprets the CCRs to allow a camper only when it is on the bed of a truck and indicated she may pursue a CCR amendment to address the issue. Owner Chuck Harris acknowledged distributing informational cards about possible enforcement and apologized after the board asked that such materials be cleared with the board beforehand.
The board did not adopt any rule or amendment at the meeting; the next steps are the owner survey and further board consideration at a future meeting.
