Property owner Daniela Flores addressed the board at the podium, saying she is working with a builder on plans, has a septic permit, and is arranging electricity and other utilities. Staff recommended continuation rather than certification because they believe the owner is cooperating; some commissioners argued for dismissal while others supported a continuance to maintain pressure for progress.
Commissioner Maxi moved and Commissioner Buck seconded a motion to continue the matter until Dec. 9, 2026; the board took a roll‑call vote: Harry Buck — yes; Lynette Pepler — yes; Kevin Ross — no (stated he would have dismissed); Jason Maxi — yes; Scott James — yes. The motion passed 4–1. Staff will return the item on the requested date for further review or updated action.
