New Albany Council adopts ordinances on personnel and right-of-way, advances tax budget and Rose Run 2 changes

At its June 18 meeting New Albany City Council approved a slate of ordinances and resolutions including personnel-policy changes, several right-of-way acceptances to support South Harlem Road improvements, and contract amendments for the Rose Run 2 project.
Council adopted Ordinance O16-2024 to update the city's personnel policies, including adjustments to training pay, personal leave cash-out and vacation schedules to remain competitive in the labor market. The public hearing drew no comments and the ordinance passed on a unanimous vote.
Council also adopted three right-of-way ordinances (O17-2024, O18-2024 and O19-2024), accepting small dedications from multiple property owners to accommodate South Harlem Road improvements and associated trail alignments. Each ordinance passed with seven yes votes after public hearings were closed without comment.
Finance staff introduced the 2025 tax budget (O22-2024), which will be set for a second reading and public hearing July 2. The tax budget presentation explained conservative revenue and expense estimates and requested that the Franklin County Budget Commission grant an available 0.74 inside millage (estimated to generate about $612,000) to the city; council later passed a companion resolution (R27-2024) to file the millage request with the county.
Council considered but tabled Resolution R28-2024, which would authorize a services agreement with the New Albany Chamber of Commerce for city events; council requested the chamber director attend the July 2 meeting before acting. Council then adopted Resolution R29-2024 to amend the construction-manager-at-risk contract for Rose Run 2 to add scope that reflects the Veterans Memorial site, stream and park enhancements and potential police-department expansion; staff said a guaranteed maximum price will be brought later when design and estimates are complete.
