Staff presented a vendor quote of approximately $88,829 for a machine with snow‑specific attachments and asked the council to amend capital lines to $95,000 to provide a modest contingency and permit prompt procurement. Surplus funding sources cited included $50,000 from scrap sale of replaced meter parts and proceeds from auctioned vehicles.
Staff said the purchase will be allocated across general‑fund and water/sewer capital lines (requested line adjustments were to $95,000 and $133,000 respectively) and that procurement would follow normal competitive or cooperative purchasing checks before final purchase. The council moved, seconded and approved the budget amendments and transfers to allow the purchase; the transcript shows the motion carried by voice vote.
The item included procurement clarifications: staff will solicit competing quotes from multiple equipment dealers and examine cooperative purchasing contracts where available. Warranties and standard OEM coverage will apply per vendor terms.
