Des Moines County supervisors approve licenses, two subdivision plats and routine personnel pay steps

The Des Moines County Board of Supervisors approved a slate of routine administrative actions at a regular meeting, including cancellation of old treasurer's checks, liquor-license approvals, final plat certifications for two subdivisions and two employee step increases.
The board voted to cancel outstanding treasurer's checks older than one year, a batch totaling $616.50 that was deposited into the county's general basic fund. The chair called for the motion and the board approved the action.
The board approved a Class E liquor license for April Bar Co. LLC after county review and state ABD processing indicated no issues. The board also renewed a Class E alcohol license for Rivermark; the sheriff reported no objections. Votes on both licenses were recorded in favor by the supervisors present.
In land-use business, supervisors approved the final plat for Weaver 2 subdivision, a one-lot minor subdivision. Staff noted the approval includes a reserved outlot for a potential future street and a condition that an on-site wastewater treatment permit be obtained from the county health department and a code-compliant system installed before habitation.
The board also approved the final plat for the PBG subdivision. Staff highlighted that part of the property is enrolled in the Conservation Reserve Program (CRP) through the USDA Farm Service Agency and warned that disturbing that ground before the CRP easement expires could trigger penalties unrelated to the county. Officials described access arrangements, including an existing easement for a farmstead split dating back about 30 years, and recommended approval with conditions.
On personnel matters, the board granted a 24-month anniversary step increase for Gwen Busberger, Clerk 2 in the sheriff's office, raising her annual pay from $37,689.50 to $39,945.32 effective March 3, 2026. The board also approved a 36-month step increase for Jillian Allen, Clerk 2 in the motor vehicle department of the treasurer's office, raising her pay from $40,781.43 to $41,597.20 effective Feb. 13. Motions for both pay adjustments were moved, seconded and approved.
The board filed several routine financial reports for public review — including the treasurer's cash-on-hand and semiannual treasurer's reports and recorder and clerk fee reports through January 2026 — and approved the minutes of its Feb. 3, 2026 meeting.
Most votes were recorded as affirmative by supervisors present. No contested or divided votes were recorded in the meeting transcript. The board moved on after the approvals to committee reports and the public comment period.
