For the property identified as 1007 West Pan Street, staff told the council the previous owner had sold the house and the new owner had obtained a permit for window replacement and intended to rehabilitate the exterior. Council voted to declare the structure substandard and to require owner rehabilitation or demolition within 30 days; if not complied with, staff was authorized to proceed with city abatement and to place a lien to recover costs.
