County seeks owner response on Terra Road property; electric utility warns temporary service may be cut
Summary
Letters were sent asking Terra Road and Big Ox property owners to state plans to abate hazards by June 15; staff said lack of response could trigger enforcement under the county's unsafe-building law, and an electric company notified staff it may disconnect temporary service to campers on the property for safety and permit concerns.

County planning/code-enforcement staff told commissioners certified and first-class letters were mailed to property owners on Terra Road and Big Ox requesting a response by June 15 about how they will abate safety and nuisance concerns. Staff said no green cards had been returned yet and that the next steps depend on the owners’ replies; if owners do not indicate a plan, the county could proceed under the unsafe-building law and, if necessary, seek a court order for enforcement.
Officials flagged a specific issue: two campers on the property appear to be connected by temporary electric service without evidence of required permits. Staff said the local electric utility told them it would give the occupants approximately 30 days’ notice before cutting temporary power if demolition or rebuilding was not underway, citing safety and code concerns. Commissioners and neighbors said the situation raises fire and safety risks.
Staff also noted the property may have been acquired at a tax sale in 2023 and that records show no permit for the camper. Commissioners asked what response they should expect; staff said the owner’s reply should indicate whether the owner intends demolition, cleanup, continued permit-corrected rebuilding, or other remediation actions. Staff will follow up with area plan and utility partners and provide an update once responses are received or enforcement steps are set.
