Highway official reports six-figure flood damage; commissioners back online permitting and fee resolution work

Kevin Hall of the Scott County Highway Department briefed the commissioners on storm-related road and pipe damage and a plan to modernize permitting. Hall gave preliminary repair estimates by location — about $100,000 for Leo Road, $30,000 for Bethlehem, $10,000 for Orr Spring, and roughly $20,000 for County Line — and said the cumulative damage would likely reduce the funds available for routine resurfacing.
"That's a pretty big hit for our budget," Hall said, and noted he will revise spreadsheet numbers and report back to the board next month with options to reallocate resurfacing and culvert funds.
Hall also proposed adopting right-of-way fee/permit language modeled on Clark County and asked for a resolution to adopt those fees. Separately, he recommended the county add an iWorks permitting portal to the existing iWorks platform to allow online permit applications, payment and portal management. Hall said the vendor quoted a prorated cost of $1,354 to start in the current year, then roughly $3,250 annually with a $650 setup fee; full first-year pricing was described as approximately $3,950.
Commissioners moved and seconded approval to proceed with the permitting add-on and agreed to follow up with a resolution to create a fund and implement the portal. Hall said some contract funds will be used for initial set-up, and staff will train crews as needed. He warned that unforeseen pipe issues could still arise during repairs, and that the department may have to shift funds and work schedules accordingly.
Next actions: Hall will finalize updated damage figures for the next meeting, staff will draft a resolution for right-of-way fees if commissioners agree, and county IT/finance staff will coordinate vendor contracting and fund setup for the iWorks portal.
