Commissioners allow signing for Scottsboro easement tied to OCRA stream-restoration grant

Jeremy Edwards, city engineer for Scottsboro, told the Scott County commissioners the city is pursuing a federal grant through OCRA for stream restoration that requires easements from affected property owners. "In front of you, you have a couple documents," Edwards said, and distributed URA/easement brochure packets that explain property owners’ options and the city’s process for purchasing or accepting donated easements.
Edwards described the project as work on a third-order stream east of the railroad that crosses under Main Street and backs up near the museum property. The plan includes reshaping the ditch to reduce standing water, increasing conveyance capacity, and replacing culverts under Main Street and at the museum parcel to reduce local flooding after recent heavy rains.
He told the board the surveyor was finalizing a plat to move easement limits off an armory property and that the easement agreement would be updated once that work was complete. Edwards asked the commissioners to allow a signature outside the meeting so the city could meet grant deadlines; commissioners moved, seconded and approved that authorization by voice vote.
The presented brochure packet included a page intended for property owners to acknowledge receipt and a final page for owners willing to donate easements. Commissioners said they support the project as benefiting the broader area and noted the work also includes curb, gutter and stormwater improvements on Larry Lane and Lovers Lane that will serve nearby housing.
Next steps identified during the meeting: the surveyor will finalize the plat and updated easement language, and county staff will coordinate signature logistics so the city can finalize grant paperwork.
