Project status and budget: Veridus reported the construction portion of the project is approximately 46% complete and the overall project is about 36% complete through February. The total approved project budget remains $36 million, split roughly $20 million town / $16 million school. The owner contingency line was reported at approximately $3.3 million, with nearly $3 million remaining; staff said some of the contingency has been used for owner‑directed changes, unforeseen winter work and small owner selections such as cabinetry and AEDs. Garmong’s GMP contingency remains in place for contractor‑side items.
Design, maintenance and artwork: The presentation included drone images and interior photos highlighting arches, a curtain‑wall mural area at the main south entry and brick going up around the building. The town is soliciting design work for the mural and a proposed glass front installation; staff said the mural allowance in the GMP is about $80,000. Sign Works was identified as the firm engaged to produce mural design options and cost estimates; any mural or decorative feature not in the GMP would come from owner contingency and return to the council for a decision.
Events and openings: Staff cautioned that exterior events may need to wait on adjacent commercial development and plaza completion; the plaza will spill into areas that may remain under construction into 2027. Interior events may be possible earlier.
What’s next: Veridus recommended continued progress on windows, exterior metal panels, asphalt paving when weather permits and ordering of furniture and signage; staff said a meeting on furniture/signage was scheduled for the week following the update. Council members asked about contingency spending, change‑orders (about 30 change orders totaling roughly $300,000 to date, some no‑cost or credits) and whether known items would fully exhaust remaining contingencies. Veridus and staff indicated they do not expect to exhaust the entire owner contingency but do expect some additional spend for owner‑directed items and unforeseen items as the work continues.
Why this matters: The Civic Center is a major capital investment for Avon, carrying multi‑million‑dollar commitments from both the town and the school. The council asked for continued monthly updates and an invitation for members to tour the site when a worthwhile window for visits is available.
