Select Board backs special legislation and places injured firefighter on paid administrative leave

The Select Board on May 18 voted to support special legislation (House Docket 5429) introduced at the governor's request to provide injury-leave compensation for Chelmsford firefighter Nicholas Spinelli and announced the town will place him on full pay while litigation or legislative reimbursement is pursued.

Following an executive session, the Board returned to open session and said acting Town Manager John Souza will receive an additional $1,500 per pay period for up to six months; the appointment was discussed and confirmed in executive session. The Board also stated that firefighter Spinelli will be placed on administrative leave effective the next day with full pay while the town seeks reimbursement if the special legislation passes.

Select Board members and staff said their actions were driven by concern for Spinelli's recovery and ensuring he would not lose pay while legislative relief was pursued. The Board also voted unanimously to support House Docket 5429, the special legislation filed to address injury-leave compensation in this case.

Union representatives and community members addressed the Board during public comment, urging public consideration of the matter and noting ongoing FOIA requests and communications with state officials. The Board said it will release responsive public records so that the public can review the underlying documents.

Next steps: Board members said they will continue outreach to the legislative delegation and others supporting the bill; the town will administer leave and seek reimbursement if the legislation is enacted.
