The ordinance uses an opt‑out approach — customers will be notified and given an opportunity to decline — and staff said the county will coordinate with the utility on the mailer and third‑party administration; anticipated mailing costs were described as modest. The board approved the ordinance 7–0 and directed staff to continue program implementation work with legal and utility partners.
