Administration said the policy is meant to restrict student access to communication devices during the school day but that state guidance remains inconsistent about how ‘‘unaccessible’’ is defined in practice. The presenter said the law and the governor’s office have offered different interpretations about whether devices may remain in backpacks that students carry during the day. "There is still a lot of confusion... the law says it's got to be unaccessible," a presenter said, noting that the handbook and practical procedures (cubby storage, office drop-off, teacher logistics) remain unresolved.
Why it matters: the policy affects student supervision, teacher practice and parent communication. Board members requested that administrators develop a clear handbook summary for July so families and staff have guidance before school starts. Administration said the Kansas Association of School Boards and regional groups are providing sample language, and that building-level logistics will continue to be refined during the summer.
Next steps: administration will return proposed handbook language and an implementation plan in July and review training needs for staff; no vote was taken at the June meeting.
