"Residents deserve safe, maintained infrastructure," Kelly told the council, describing stacked traffic during school pickup and a pothole repair ticket closed without repair because the matter was under legal review.
County staff responded that the road ownership at the intersection with Highway K is disputed among MDOT, O'Fallon and the city of Darden Prairie, complicating dedication and repair options. The county executive said crews will perform a short‑term safety repair and pursue a larger replacement plan, but legal and logistical challenges (road width, traffic management and property rights) must be resolved before a full rebuild.
Council members urged quicker action given the safety concerns and asked staff to coordinate solutions that avoid endangering traffic flow while repairs proceed. The executive said staff will move the project forward and continue negotiations to secure access and resolve property‑ownership issues.
