Residents press council over unfinished Heritage Landing erosion project; county cites liquidated damages

We haven’t seen them since,” he told the council, and requested a stronger county response. Another resident, Clifford Morris, said temporary easements were signed and work promised for the prior October had still not been properly completed.
County officials said the contractor has accrued approximately $140,000 in liquidated damages and that payments have been withheld. The county executive said staff threatened to revoke the performance bond to spur work but is cautious because pulling the bond can delay completion further and jeopardize ARPA reimbursement for the project.
Officials committed to daily follow‑up and said if the contractor does not resume work promptly, the county will engage the bonding company to bring in another contractor. Council members expressed frustration at the delay and urged the executive to use available remedies while protecting grant funds.
Residents asked the council to seek a more immediate remedy, including using withheld payments to hire another contractor or pressing the bonding company to act. County staff said they will continue to press the contractor and evaluate bond action if the company does not return to the site.
