Board adopts FY26–27 county and special-district budgets, IGA and fee schedule
Summary

The Clatsop County Board of Commissioners approved a series of fiscal and administrative items at the regular meeting following a work session.
Finance director Andrew Sullivan presented the county’s FY26–27 proposed budget and staff‑recommended technical adjustments and told the board, "The attached resolution order adopts the 20 26 27 county budget of $108,591,640, imposes and categorizes the taxes provided for in the approved budget at the rate of 1.5338 per $1,000 of assessed value..." After closing the public hearing with no speakers, the board moved, seconded and adopted the county budget as presented.
The board also adopted the following budgets after brief public hearings with no in‑person or remote speakers: Clatsop County Road District #1 ($4,411,750), Clatsop County Rural Law Enforcement District ($4,601,640), Westport Sewer Service District ($413,890), and the Clatsop County 4‑H & Extension District ($1,320,140). For each item the board moved, seconded and the motion carried.
The board authorized the county manager to sign an intergovernmental agreement with the Oregon Health Authority for rural health transformation funding in the amount of $229,364; staff summarized eligibility and reporting requirements and board members praised staff for a quick and effective rollout.
In other routine business, the board approved a proclamation designating June 21, 2026, as Make Music Day in Clatsop County and adopted a countywide fee schedule to take effect July 1, 2026. The fee schedule update was described by staff as a full cost‑recovery review with most fees unchanged.
