Marshall board approves updates to operator and solicitor licensing ordinances

The Marshall Village Board opened a public hearing on April 14 and unanimously approved two ordinances intended to align Village licensing rules with current practice and close inconsistent language.
Clerk Michael Wetzel told the board that Ordinance 2026-04 (Operator’s Licenses) was revised to reflect a 2020 change delegating issuance authority to the Clerk and to add a Class C license. He said other sections had not been updated and the revision would resolve conflicting language. Wetzel also said Ordinance 2026-05 (Solicitor’s Licenses) would better match the Village’s actual permit process and address fee provisions that previously allowed room for some applicants to avoid paying full fees. Administrator Brandon Bledsoe said aligning ordinances with practice would reduce administrative work, and President pro tempore Jason Pitzer said the changes would reduce recurring distractions for staff.
The board opened the hearing at 7:09 p.m. and closed it at 7:15 p.m. Trustee Elesa Kinder moved to approve Ordinance 2026-04; Trustee Julie Bowman seconded and the motion carried 6-0. Trustee Ryan Frey moved to approve Ordinance 2026-05; Trustee Edward Schmitz seconded and the motion carried 6-0.
The adopted ordinances are intended to clarify licensing responsibilities, incorporate the Clerk’s delegated authority, and tighten fee and process language for solicitors. The Village did not record substantive public opposition during the hearing. The ordinances take effect according to the timelines set in Village code and will be posted with the Village’s ordinances and licensing guidance.
