Lyman town meeting passes slate of reserve and budget articles, approves $1.27 million for salaries

Voters at the Town of Lyman’s annual meeting approved a wide-ranging set of budget and reserve-appropriation articles, including the town’s personnel budget and multiple nonlapsing reserve funds.
Among the largest items, Article 20 — funding salaries and benefits — was approved in the amount of $790,000 from surplus, $43,564 from excise, and $438,995 from taxes, a total of $1,272,559, with the moderator recording 41 in favor and 19 opposed. The meeting also approved dozens of smaller appropriations and reserve deposits, including $15,000 to the capital improvement reserve (Article 9), $25,000 to the Bonganup Park Reserve (Article 10), and municipal reserves for fire, building and equipment needs.
Voters approved targeted reserves to address upcoming infrastructure needs. Article 12 established a $25,000 Cousins Bridge reserve to begin a multiyear plan to repair a culvert that town staff said is nearing the end of its service life. Article 16 created a $10,000 facilities equipment reserve to supply tools and equipment for town maintenance work.
Several smaller governance and planning items were accepted: Article 8 funded a $5,000 comprehensive-plan reserve, Article 14 set aside $5,000 for ordinance-review work, and Article 13 created a $1,000 charter-commission reserve. The library appropriation (Article 31) passed after discussion about financial reporting and transparency.
The moderator managed several procedural votes during the meeting, including a successful reconsideration and revision of Article 15 (see separate coverage). The meeting adjourned after the final ministerial articles were accepted.
