"While that shows up as an expense, we'll be reimbursed for that through the state opioid response grant," finance staff said when explaining the line‑item variance.
Separately, staff summarized an administration committee recommendation to amend the county’s fund‑balance policy for the healthcare campus. Rather than designating a preset transfer to the debt‑service fund, the administration committee proposes evaluating the campus fund balance after year‑end and reallocating any amount above the 10% target to capital projects (KIP) to reduce future borrowing needs; the full county board will consider the amendment at its July meeting.
The board had no additional immediate questions and asked staff to provide follow‑up detail where needed.
