Commissioners approve 911 simulation training and transfer of county vehicle to EMA

Will, deputy director for Emergency Management, told commissioners the department wants a web‑based simulation product that uses local Scott County addresses to train dispatchers in a sandbox environment. He said the system can assign calls, produce transcripts, and provide quality assurance and grading; an initial annual quote was $5,000 and the county's share for the first year would be about $4,000 after state 911 board support.
"We can assign 25 for a dispatcher and go in the next day and see how they did," Will said, describing how the program provides transcripts and performance metrics. Commissioners expressed support for improved dispatcher training and approved the subscription by voice vote, with staff directed to bring an appropriation request to county council for the county portion.
Separately, Will asked the board to transfer a 2009 F‑150 and enclosed trailer from the sheriff's fleet to EMA so equipment can be split across the county and response times improved. The board approved the transfer. Will noted that tires, an emergency light kit and potentially a radio may need purchase and that those costs would likely require a supplemental appropriation or line transfer from council.
Next steps: EMA will pursue the appropriation/line‑transfer with council for training and vehicle outfitting and will coordinate with the sheriff's office on the transfer paperwork.
