The Quincy Planning Board approved site plan review and a parking waiver for 190 Franklin Street (case 2026‑05) on June 10, 2026, after the applicant presented revisions made in response to peer review and city comments.
Attorney Patrick Foley and project engineer Chie Man outlined changes including conversion of two parking spaces near a protected tree to permeable pavement, adjustments to snow removal locations, labeling of a gas parking space, and revisions to minimize retaining walls. The team reiterated a commitment to reconstruct the sidewalk along the property frontage and to coordinate any street openings with the Department of Public Works because the street is scheduled for repaving in fall 2026.
Mr. Stevens recommended approval subject to conditions: required findings and variances from the Zoning Board of Appeal if needed; a construction management plan; sidewalk reconstruction and curb replacement to DPW standards; recorded stormwater operation and maintenance prior to occupancy; noise, rodent and dust control plans; and compliance with the city's tree protection ordinance. The board moved, seconded and approved the site plan and parking waiver with those conditions.
