Council adopts modest water, sewer and refuse rate increases

No public speakers addressed the rates at the hearing. Councilors framed the change as a modest, predictable approach to steady long‑term funding for utility operations and capital needs. After the hearing closed, council moved and approved the ordinance on a roll‑call vote.
Staff said penalties and turn‑off charges were unchanged, and that some industrial cost recovery and related charges would be updated as part of the ordinance.
