Council awards $3.7M pavement resurfacing contract; school zones prioritized

The City Council voted to authorize the City Manager to execute a construction agreement with Consolidated Engineering for the pavement resurfacing project in Resolution 11644.

Ryan Chance, Public Works Streets Operations Manager, said the project is preventive maintenance focused on crack sealing, slurry sealing and limited asphalt repairs across several neighborhoods including Glenn Drive and Empire Ranch. He emphasized that school zones were prioritized and contractors were required to complete work in those areas before school starts August 6.

"This project is a preventive maintenance project, not asphalt overlays," Chance said, outlining quantities (25,000 pounds of crack seal, 373,000 square yards of slurry, approximately 5,000 tons of asphalt repairs), and presenting maps showing treatment types by pavement condition index. Staff reported nine bidders; the engineer’s estimate was roughly $3.73 million and the recommended award reflects that range.

Council members asked about manhole settlement repairs and whether earlier change orders could have been included; staff said outstanding items remain on the radar for future projects and that contingency could be used to add nearby segments when cost‑effective. Chance said the contractor would be held responsible to finish school‑adjacent segments first and that notifications to affected residents would be distributed.

The council adopted the resolution by roll call vote and instructed staff to proceed with preconstruction meetings and a notice to proceed.
