Superintendent of Building Steve Fellman reported that The Carlyle (formerly Robbie Lee) will restart construction in the near term and that the owner has ordered steel for the superstructure but is awaiting financing. Peter Florey’s D&F Development (Sterling Green) received New York State approval and has submitted permit plans; H2M completed a first-stage review and a building permit is expected around May 1, 2022. Staff also noted that the former taco store at 505 Conklin Street will apply for a special‑use permit because the proposed seating exceeds 12.
Staff discussed code and enforcement matters including summonses for property maintenance at 356 Fulton Street/Heisser Lane, heating and occupancy issues at 52 Maple Street, rodent and maintenance enforcement on Cobb Place, and a cited illegal two‑family residence at 94 Grant Street (court date delayed to April). The Building Department also reiterated enforcement of prohibited window‑lighting surrounds at a grocer on Route 109.
Public‑works updates included progress on the 5 Corners Park project (contractor Savik & Murray reported remaining work is nearing completion), ongoing DPW garage planning with pricing received from Racanelli and foundation soil testing underway to evaluate lower‑cost foundation options, and DPW garage renovations currently under way with completion expected in about five weeks. The village received $230,000 from National Grid to repave streets where new gas mains were installed.
Water‑system updates noted that water‑tower construction continues, staff resolved moving wireless services from the existing tank to a temporary pole, water testing with PWGC is ongoing and a WIIA grant application was submitted, D&B provided a rendering for the village newsletter, and a location for an emergency generator has been identified. Mayor Ralph Ekstrand requested a review of how many cell providers could be placed on the new tank.
Fire Chief Micheal Tortoso provided year‑to‑date department activity totals, reporting 372 calls including a mix of general alarms and EMS responses. The minutes record administrative items such as extended Code Department enforcement hours, planned curb‑numbering signage, a scheduled BID meeting for May 13, and a proposed ribbon‑cutting for 5 Corners Park.
Several matters were identified for follow‑up, including permit applications, enforcement actions, DPW garage foundation options, and coordination of event logistics with DPW and police.
