Florence board approves emergency water repair payment and awards $156,160 sewer contract

The emergency payment to Maintenance Systems, Inc. (invoice M25017-D-01 Final) was approved in a motion by Alderman John Helms, seconded by Alderman Trey Gunn. The board’s minutes state the repairs were declared an emergency to ensure continued water service to the community.
City officials approved a $20,500 quote from A-1 Construction to frame in the public works maintenance/equipment building after Street Director David Myers recommended awarding the lowest of two bids. Community Development Director Joel Sims recommended approval of signage for Star Services, Inc., submitted by Budget Signs, LLC; the board approved that request as presented.
On a larger procurement, City Engineer Tim Parker recommended awarding the Hwy. 49 Eagle Post Road Sanitary Sewer Additions Phase 3 contract to Thornton Construction Company, Inc. for $156,160. The bid was the lowest of six submitted. The motion to award the contract was made by Alderman Brian Grantham and seconded by Alderman Trey Gunn; Aldermen John Banks, Brian Grantham, Trey Gunn and John Helms voted Aye. Alderman Mason Herrin did not participate in that vote and was recorded as not having participated or deliberated on the matter.
The board also appointed Alderman Trey Gunn as the Mississippi Municipal League voting delegate with Alderman Brian Grantham named as alternate, authorized engineering staff to work with the City Attorney and MSI, Inc. on repairs to a downtown traffic signal, and approved the mid-month claims docket and the minutes of June 10, 2025. Mayor Morris adjourned the meeting at 6:40 p.m.; City Clerk Linda Wigley attested the record.
What happens next: awarded contracts and approved payments move forward to implementation by city staff and the named contractors; the board’s authorization directs city engineering and legal staff to coordinate on downtown red light repairs.
