Civil service commission certifies candidate lists for police, fire and public-works positions

At its June meeting the Davenport City Civil Service Commission approved multiple certification lists for public-safety and public-works positions after staff presented applicant statistics and screening procedures.
Staff reported the certification list for the chief of police (presented under chapter 400) arose from a multi-stage screening process. According to staff, 18 applicants applied initially; eight were qualified for the matrix review, one applicant withdrew leaving seven to proceed to virtual interview; three failed the virtual interview, which left four for background checks; one failed the background investigation and three candidates passed the multi-panel interview and were placed on the certification list. Staff said there was one internal candidate and two external candidates among those on the list.
The commission also certified a firefighter engineer promotional list. Staff said 14 applicants were tested: all were invited to a written exam (weighted 30%) and a practical exam (weighted 70%). One candidate did not show for the written exam, two scored below the 70% threshold on the written exam, leaving 11 candidates to proceed; all 11 passed the practical portion. Civil service rules limit the promotional list to 10 individuals, so 10 candidates were placed on the promotional certification list.
For a promotional natural resources equipment operator position in the sewer division, staff said six internal applicants were invited to the practical; one did not show, five passed the practical and were interviewed; one interview score fell below the 70% threshold, leaving four candidates for certification. Staff noted promotional candidates should already hold a Class B CDL and obtain a tanker endorsement within 90 days of appointment, and must secure required pesticide categories within one year when applicable.
A commissioner moved and another seconded approval of the certification lists as presented; the commission approved the lists by voice vote.
The commission then moved to adjourn and set its next meeting for July 8.
