Davenport City civil service commission approves broader qualifications for turf technician

The Davenport City Civil Service Commission on June approved updated qualifications for a turf technician position in the parks department.

Parks presenter Matt Wooll said the revisions are intended to widen the candidate pool and align the description with other entry-level positions. "We're just adding GED to that equivalent portion of it," he said, and the commission heard that the coursework requirement will be removed in favor of "two years of work experience in groundskeeping, golf course maintenance or turf maintenance or we would take an equivalent." Wooll also described new timelines for commercial driver licensure: candidates must have a driver's license on application, obtain a CDL permit with air brake and tanker endorsements within 30 days of hire, and obtain a Class B CDL with those endorsements within 90 days of hire.

The commission also clarified pesticide-certification expectations. Wooll said the Iowa Pesticide Applicators License "does need to be from the state of Iowa" and must be in the "ornamental and turf pest control" category, obtained within six months of hire during the probationary period.

After brief questions from commissioners about work locations and other details, a commissioner moved to approve the job description as presented, a colleague seconded, and the commission approved the changes by voice vote.

The approved revisions replace a prior requirement for coursework in turfgrass with an experience-based pathway and formalize the CDL and pesticide-licensing timelines for newly hired turf technicians.
