Douglas County adopts expedited-review policy for affordable housing applications to meet state law

Douglas County commissioners adopted a resolution on June 9 establishing expedited review policies for eligible affordable housing developments, meeting requirements of Colorado Revised Statute 29-32-105 and enabling participation in state affordable housing funding cycles.
DJ Beckwith, principal planner in the Department of Community Development, explained the policy implements a fast-track application path for projects in which at least 50% of units are affordable. The policy commits to a goal of processing eligible completed applications—including site improvement plans, building permits and special-use permits—within 90 days, consistent with state statute. Beckwith said the county’s existing processes generally meet the statutory timeline and staff recommended formal adoption of the county’s practice as its fast-track policy.
Maria Chano, executive director of the Douglas County Housing Partnership, said the expedited review will help the county take advantage of upcoming funding opportunities tied to Proposition 123 and support local efforts to increase affordable housing supply.
Commissioners moved, seconded and approved the resolution by voice vote. Staff said the county will accept public input during the comment window and apply the adopted fast-track procedure to eligible applications.
What happens next: Community Development will implement internal procedures to process eligible affordable housing applications within the 90-day target and monitor participation in state funding cycles.
