Council approves Groundwork Denver as fiscal administrator for $1.5M GOCO Sheridan Inspire award

The City Council on June 8 approved two related resolutions to accept Great Outdoors Colorado (GOCO) funding for the Sheridan Inspire project and to authorize Groundwork Denver to serve as the grant administrator. City planner Harris Snow introduced Derek McCoy of Groundwork Denver and Alex Darreno, Sheridan Inspire director, who briefed the council on the coalition of partners and program goals.
"Sheridan Inspire is a pillar of our programming," Derek McCoy said, describing Groundwork Denver’s role as fiscal sponsor and program administrator. Alex Darreno outlined the project’s scope, including partnerships with local organizations, youth employment opportunities and community events. Darreno said the GOCO award is part of more than $5 million invested in Sheridan over the past eight years to support outdoor recreation, education and stewardship.
Speakers said Sheridan Inspire operates 10+ activities per year, offers roughly 25 employment opportunities for youth and has delivered thousands of engagement touch points. Project leaders asked the council to approve two contracts: one making Groundwork Denver the grant administrator and one accepting GOCO funds to implement the project in partnership with the city.
Council voted in favor of both measures. The motions were moved, seconded and passed by council; the transcript records the motions as passing by the full council. City staff explained that GOCO grants must route through a municipal fiscal agent and that Groundwork Denver will manage program administration and reporting while the city signs off as fiscal agent.
Council members asked practical questions about paperwork order and the city’s administrative role. City staff said the city’s involvement will be limited primarily to fiscal oversight and sign-off, while Groundwork Denver will perform day-to-day grant administration and reporting.
With the resolutions approved, Sheridan Inspire leaders said they will proceed with program expansion and partner coordination under GOCO funding.
