Camarillo council approves $6.83 million construction contract for Arnneal Road housing project

James Fowler, the city's housing manager, told the council that five bids were received in the April competitive process and that SPS Corporation was the lowest bidder at approximately $5.94 million. Staff received a bid protest from Riviera Construction Group; staff reviewed the protest, received SPSs rebuttal, and recommended rejecting Rivieras protest in a May 27 staff response attached to the agenda report.
Fowler summarized funding sources: approximately $5.69 million in ERF grant funds are available for construction, and staff requested about $1.14 million from the continuum-of-care reserve to cover the contract remainder and the 15% contingency (staff reported $3.8 million remains in that reserve). "The total for the construction contract award inclusive of the 15% contingency is $6.83 million," Fowler said.
Council members pressed staff on operations funding after construction. Fowler said ERF grant funds can support the first three to four months of operations while staff pursues additional state and grant funding; if additional grants are not secured, the continuum-of-care reserve could be used for ongoing expenses.
Action and vote: Vice Mayor Martinez Bravo moved the motion to approve recommendations 1through 6, Council Member Kildy seconded, and the clerk recorded a unanimous roll-call vote (5-0) to approve the contract award and fund appropriations.
Next steps: staff will finalize contract execution with SPS Corporation and proceed with construction oversight and contingency management as described in the agenda materials.
