Staff described two grant components presented in the packet (an AIP grant and a separate B-grant portion) and said the project had come in significantly above the engineer's estimate. Staff reported a potential additional funding shortfall of roughly $152,000 for the $3.1 million project and explained that the FAA and CDOT indicated they would consider amending or carrying over B funds to cover the gap, though reimbursements were not guaranteed.
Council voted to accept the grant offers and to authorize the mayor to sign the grant documents. Separately, the council approved awarding the schedule-one contract (the larger, ≈1,500-foot portion of the rehabilitation) to WW Clyde Company for the amount presented in the bid package and authorized the mayor to sign the agreement contingent on financial and legal review by city staff.
Staff noted that schedule one covers the biggest portion of the project (approximately 1,500 feet) and that the bids received were for concrete; staff said concrete has a longer lifespan than asphalt and may reduce long-term maintenance.
Council members asked how the city would cover a worst-case shortfall (staff said the general fund could subsidize the airport and budget adjustments would be considered for 2025). The council approved both the grant acceptance and bid award by unanimous votes.
