Members discussed the purpose of four standing subcommittees '1 public engagement and website, scope of practice, regulations and education '1 emphasizing that subcommittees of two help sustain work between twice-yearly committee meetings while limiting the chance of an unintended public meeting under open-meeting rules. Staff explained that a two-person limit prevents forming a quorum outside a noticed meeting and preserves public transparency.
Ruth nominated Kim for chair; the motion to accept was moved and seconded and carried on a roll-call vote. The committee then accepted Amelia's request to join the public engagement and website subcommittee after a motion and second; that motion also passed by roll call.
Committee members said the website and frequently asked questions still require focused work to reflect recent statutory changes (including SB 1237), and that subcommittees should be flexible based on workload. "Subcommittees of two could do a lot of work, meet with people, gather information and then present it to the advisory committee," staff said in describing the intent behind the structure.
The committee recorded these internal actions for the board and moved on to scheduled legislative and informational items.
