Effingham County board extends rezoning moratorium, approves contracts and property transfer

The board extended a countywide rezoning moratorium to Aug. 11, 2025, and approved a series of procurement and infrastructure actions including an IT security contract with CDW-G, property transfer with the City of Springfield, engineering contracts for Sandhill Road and Blue Jay Road improvements, construction change orders and several equipment purchases and appointments.
The Effingham County Board of Commissioners approved multiple administrative, procurement and infrastructure items during the Feb. 18 meeting.
Rezoning moratorium: The board approved Resolution No. 025-006 to extend a moratorium on rezoning for a range of residential, business and planned-development districts through Aug. 11, 2025. Commissioner Beth Helmly moved for approval and Commissioner Roger Burdette seconded; the motion carried unanimously.
IT security: Director of I.T. Webb requested a three-year contract with CDW-G for an AI-powered enhanced email protection solution to replace the current platform; Vice Chair Jamie Deloach moved to approve and the board voted unanimously.
Property transfer: County Manager Tim Callanan described a property exchange with the City of Springfield that transfers the county’s former administration building and fire station to the city in exchange for the county’s current fire station to be used until the new county facility is complete; the board approved Resolution No. 025-003 unanimously.
Reappointments and appointments: The board approved the reappointments of Janis Bevill and Scott Morgan to the Tax Assessor Board through 2029 (Resolutions 025-004 and 025-005) and approved appointments of Mona Underwood to the CORE MPO and Robert H. Byrd to the Technical Coordinating Committee at the City of Rincon’s recommendation.
Contracts and change orders: The board approved Change Order #7 for the Clarence E. Morgan gym expansion (a $7,925.98 addition for a generator enclosure); Change Orders 1–3 for the Ebenezer Fire Station (contract adjustment and a 14-day extension); a $783,838 design contract with Moffatt & Nichol for the Sandhill Road at Blue Jay Road intersection; and an engineering engagement with Pond & Company for Phase II improvements of Blue Jay Road (1.6 miles widened plus a new roundabout). The board also approved purchase of an EEMA dispatch console for the Clarence E. Morgan facility.
All of these procurement, property and appointment votes passed unanimously according to the minutes. Follow-up items include obtaining permits and providing financial security where required, and contract management and oversight by the county’s procurement and public-works staff.
