Pierce trustees approve business licenses, water agreement and several policy changes

The Town of Pierce Board of Trustees approved a slate of routine motions and policy changes at its Oct. 13 meeting, including two new business licenses, a water agreement and an update to the town’s capital expense threshold.
Trustees approved a new business license for Applied Construction Solutions at 405 1st Street. Trustee Chris VanWhy moved to approve the license and Trustee Geoffery Broughton seconded; Trustee Larry VanWhy abstained and the remainder voted “AYES.” Trustees also approved a license for Ram Kreations at 540 Park Ave after a motion by Trustee Julie Lukela and a second by Trustee Mike Lester.
The board considered a water tap for parcel #055327131002; Trustee Geoffery Broughton moved to consider the tap and Trustee Chris VanWhy seconded. Trustees Julie Lukela and Mike Lester voted no, but the motion passed. The trustees also approved an agreement with the North Weld County Water District on a roll-call vote with all trustees voting in favor.
On finance and policy items, trustees voted to change the town’s minimum capital expense threshold to $5,000, approved transferring funds to ColoTrust, and authorized payment of bills. The board unanimously adopted a policy disallowing solicitation licenses within Pierce town limits. The trustees scheduled a budget work session for Monday, Oct. 27, 2025, at 6:30 P.M. and directed staff to proceed with budget review.
Other operational items included a plan to close Town Hall at 3:45 P.M. on Halloween so staff can hand out candy during Main Street trick-or-treat and a staff report that road base delivery is scheduled and crews will place a two-inch cover on one gravel street as a test. Town Clerk Kristina Duran reported she is dealing with medical issues and said her doctor recommended she work from home two to three days a week if needed; the board expressed no objection.
A resident, Jody Dean of 103 W. Main Ave, presented a noise complaint about a new tenant in a local shop and showed the board a video; the resident cited town code defining unlawful noise as audible 25 feet beyond the property line. The new business tenant said he could move trucks and expected to be in the shop for about another week and offered to work with the Deans.
Most motions passed unanimously; where individual votes were recorded, abstentions or no votes are noted in the minutes. No ordinances or resolutions requiring multiple readings were introduced at the meeting.
