Resident questions whether Finance Committee is required to take positions on warrant articles

During the citizen queries portion of the April 13 meeting, resident Gary Champion (3 Palamino Way) discussed his interpretation of Ipswich bylaws governing the Finance Committees role with respect to warrant articles. Champion said the bylaws require the Finance Committee to "consider" all warrant articles but do not compel it to take a position. He noted that the Finance Committee ultimately voted on a recent article and issued a recommendation to Town Meeting on what he described as a highly contentious topic, and he urged further local discussion about whether that vote was required by the bylaws.
Emilie Smith spoke during the same exchange and said she does not believe the Finance Committee should take a position on Gordon Harriss article. No formal action was taken during the meeting to change Finance Committee practice; the exchange was recorded as citizen comment and encouragement for additional discussion.
