Benicia Unified holds public hearing on LCAP; district to return next week for adoption

Dr. Beatson presented the Local Control and Accountability Plan annual update and the district proposed LCAP for 2026-27, saying the plan ties goals, actions and services to data and budgeting. The update reported districtwide gains across several indicators: suspension rates declined, outcomes for students with disabilities improved, and African American students' CAASPP ELA performance rose about 20 percentage points over three years. Dr. Beatson also highlighted a multi-year rise in AP pass rates, from 47 percent to 72 percent, as evidence the district's strategies are working.
Looking to next year, the draft LCAP keeps the district four core goals (sense of belonging; equity and inclusion; two academic goals) and proposes specific new or revised actions. Notable items flagged for 2026-27 include reinstating school wellness centers using one-time county grant dollars; psych-intern placements focused at elementary sites to expand supports; PLC collaboration days funded with one-time dollars to allow departmental release days; and "high-dose" (frequent) elementary math tutoring funded with one-time resources.
Funding for the proposed actions comes primarily from LCFF (general and supplemental funds), one-time federal grants including the Learning Recovery Emergency Block Grant (LREBG), Title I and other restricted sources. Dr. Beatson noted LREBG is one-time funding that the district plans to stagger across two years rather than spend immediately.
Trustees asked clarifying questions about metrics, family engagement and how one-time dollars would be tracked. The superintendent and staff said the full LCAP narrative and supporting data are attached to the board packet; the board will consider final adoption at its next meeting.
