Franklin County Emergency Management presented its 2026 multijurisdictional hazard mitigation plan and asked the Pasco City Council to adopt a resolution to participate in the countywide plan.
Chief Crowley introduced Shawn Davis, Franklin County Emergency Management Director, who said the five-year plan covers natural and man-made hazards across the county and its municipalities and is a prerequisite for many federal grants. Davis noted the plan is intended to be a "living document" that jurisdictions can update annually. A community wildfire protection plan was added as an appendix so jurisdictions can pursue related grants without a separate 10-year cycle.
Davis said the planning process involved roughly two years of work, public input (about 200 surveys returned), and coordination with state reviewers and FEMA; the state has approved the plan and FEMA returned comments in late April that staff incorporated into the current document. Survey results flagged wildfire and extreme heat as top public concerns; the plan lists mitigation measures such as vegetation management, retention ponds and storm-drainage upgrades, seismic strengthening of public buildings and distribution of heatwave-safety kits.
Davis said adoption by each local jurisdiction allows public works, police and fire to link mitigation projects to federal funding opportunities. No public opposition appeared at the workshop and no council vote was taken that night; staff recommended formal adoption of the resolution at the next regular meeting so Pasco can remain eligible for FEMA grants tied to the plan.
