Bradley County mayor presents procurement and annexation resolutions; commissioners report staffing and community items

County Mayor D. Gary Davis presented three resolutions at the Bradley County Commission work session on Nov. 24, 2025: authorization for the mayor to negotiate and enter a facility services agreement with Cintas Corporation for Bradley County EMS janitorial and cleaning supplies for a 36-month term; and authorization to enter annexation interlocal agreements with the City of Cleveland for two non-contiguous annexations — about 0.34 acres on Strawberry Lane (parcel 058B C 007.00, owner Daniel L. Smith) and about 5.8 acres on Frontage Road (parcels 014 055.00 and 014 056.01, owner Bruner One, LLC). Commissioner Josh Rogers placed the Cintas resolution on the Dec. 1, 2025 voting session agenda and placed both annexations on the Dec. 8 work session and the Dec. 15 voting session agendas.

Davis described the Cintas item as a 36-month facility services agreement with unit rates for each item; the commission did not take a final vote at the work session. The annexation items were presented as interlocal agreements with the City of Cleveland for non-contiguous annexations; the mayor said responses to related evaluation criteria are available from Ms. Moultrie on request.

Commissioners offered district reports and brief motions. Commissioner Mike Hughes said the Fire Committee announced six current openings that will be filled in January and reported the Fire Chief plans to provide the committee with a plan to increase departmental compensation before budget time. Commissioner Louie Alford placed a motion to cancel the Dec. 22, 2025 work session on the Dec. 1 voting session agenda. Commissioner Milan Blake offered condolences for Josephine Frazier. Commissioner Tommy Ledford thanked Bradley County Healthcare and Rehabilitation Center Director Scott Oliver for providing Thanksgiving dinner for the homeless at the Restore location.

Commissioner Josh Rogers publicly thanked Commissioner Bill Winters for his service following Winters’ announcement that he will not seek re-election; Winters acknowledged his privilege to serve the 7th District since 1970.

During "Communications from the Audience," Tina Bishop, identified as a former Bradley County building official and the mother of a Bradley County firefighter, urged the commission to compensate all first responders "for their willingness to protect and rescue residents of Bradley County." The session concluded with routine announcements about the next voting session and county office closures; the meeting adjourned at 7:28 p.m.
